FRA was established by Council Regulation (EC) No 168/2007 of 15 February 2007. It is being built upon the European Monitoring Centre on Racism and Xenophobia (EUMC), and is its legal successor.

The purpose of the European Union agency for Fundamental Rights (FRA) is to provide the Community and its Member States when implementing Community law with assistance and expertise relating to fundamental rights. Its tasks include: information and data collection, research, analysis; advice to EU institutions and Member States; co-operation with civil society and awareness-raising.

The important part of FRA's activities is the European Information Network on Racism and Xenophobia (RAXEN). It is designed to collect data and information on racism, xenophobia, islamophobia and anti-Semitism at national as well as at the European level. This is accomplished via National Focal Points, contracted by the FRA to collect, coordinate and disseminate national and EU information in close cooperation with the FRA.

The National Focal Point in Slovenia has been established within the Peace Institute. The National Focal Point hereby appeals to all stakeholders to submit their reports and other available information (also on good practice examples), relevant for the reports and studies submitted to the FRA.
