The project »CISUR – Enhancing Judicial Cooperation on the Implementation of the Succession Regulation in Croatia and Slovenia« will be completed in July

In the 20 months of the project, we researched the regulatory and institutional framework and practices regarding the implementation of the Succession Regulation in Slovenia and Croatia. The challenges and dilemmas faced by practitioners in applying the Regulation were presented in a research report and recommendations were made on how to address them. We discussed the findings and recommendations with key stakeholders from both countries, prepared a guide for practitioners on the application of the Succession Regulation and organized a pilot training. We have also prepared information for the general public. The project will conclude with an online international colloquium on July 3, 2020.

The project CISUR deals with the implementation of Regulation (EU) No 650/2012 of the European Parliament and of the Council of 4 July 2012 on jurisdiction, applicable law, the recognition and enforcement of decisions and the acceptance and enforcement of authentic instruments in matters of succession, and on the creation of a European Certificate of Succession (more about the project HERE).

The project activities combine the study of the regulatory and institutional framework for the application of the Regulation and practice in Slovenia and Croatia, as well as the exchange of knowledge and advocacy activities. In Slovenia and Croatia, we conducted an empirical research on the application of the Regulation and prepared a research report (more on this HERE).

Based on the findings of the research, we have prepared Recommendations, which propose solutions that would contribute to the effective and uniform application of the Regulation and address some challenges faced by practitioners. The recommendations were discussed with stakeholders from both countries on 3 December 2019 in Ljubljana.

For practitioners, we have prepared a Guide on the application of the Succession Regulation, which will soon be published HERE. On 11 and 12 June 2020, we organized a pilot training for judges, notaries and lawyers on the ZOOM platform. Based on the pilot training, we are preparing an online training that will be available to the practitioners long-term.

To contribute to the full application of the Succession Regulation and for it to achieve its main purpose – to remove obstacles to the free movement of persons who face difficulties in asserting their rights in the context of succession with cross-border implications – it is essential that the general public is well-informed about its content. That is why we have prepared a brochure with information for citizens of EU Member States in the cases of cross-border succession (HERE).

The project will conclude with the international colloquium to be held on July 3, 2020, on the ZOOM platform.
